A new alpha experimental "Admin" theme just landed in Drupal 12 dev (and 11 dev) which is a merge of the Claro and Gin themes. Gin historically extended Claro which caused complications on both sides. The merged theme allows to iron out things much faster and more effectively without duplication of efforts in two themes.
